Raising the Collection and Recycling Efficiency and Investigating the Collection and Recycling Costs for Waste Batteries and Waste Lamps

The project period was from Jan 28 2008 to Dec 31 2008. The tasks were as follows: collection of the foreign and domestic information about the waste batteries and waste lamps (including non-tube) recycling technologies and management systems and draft the retrain strategy, planning and carrying out the public campaigns and activities for promoting waste batteries and waste lamps collection, investigation and evaluation of the influences for collection and recycling levies and subsidies of waste batteries and waste lamps, sampling and testing for the heavy metal contents within the batteries and lamps (on due) in the market. The collections of the foreign and domestic data of waste batteries and waste lamps collection management systems and regulations had been completed. According to the data, 5 topics were analyzed including management regulations, collection and recycling conditions, etc. Besides, the foreign recycling technologies of waste batteries and waste lamps were described then compared those with domestic technologies. The scheme of promoting the battery producer/importer for joining the battery collection activities had been finished. The participated company was Schick Taiwan Limited An Energizer Company. The company already participated in the southern Taiwan community collection activity by setting the education booth during the activity. The company also designed the poster for promoting collection and produced mini waste battery collection boxes for sending to household. Besides, 2 large-scale community collection councils were hold up successfully, and 4 community collection councils were hold up in the north region, mid region, south region, and east region. The collection councils’ purposes were combining the community volunteers and local environmental authorities, building up the model of collection and recycling activities by exchanging the experiences and learning on site. Referring to the results of waste batteries collection and recycling costs, the 2009 suggested proposed levies considering the collection fund revision for Mn-Zn alkaline battery is 33.28 NT dollars/kg and for primary Li battery is 105.62 NT dollars/kg. According to the test results of the sampling batteries, all 100 samples’ Cd and Lead quantity contents were complied with the regulation standard. According to the test results of the sampling lamps, the circular fluorescent lamp’s Hg quantity content was 255 µg/g, other 9 samples’ test results were between 20.9 to 65.1 µg/g.
